Meet the Founder

My name is Ricky Holder, and I am going to revolutionize the child welfare system in the United States. Having spent ten years of my childhood in California’s foster care system, this mission of mine is deeply personal. I have first-hand experience with our nation’s failure to keep keep families whole and children safe, and I have an intimate familiarity with the many shortcomings of our child welfare system.

I’m currently pursuing an MPhil in Comparative Social Policy at the University of Oxford as a Marshall Scholar. My research spans child welfare systems across the globe, comparing how countries approach prevention, intervention, and family support. Atop of this, I am a veteran of the United States Navy, having served as an Information Systems Technician.

The Legacy Project is the culmination of my experiences, education, and dedication to creating a brighter future for children and families everywhere.
